DATA COORDINATION CENTER

     Korean (MOLIT) “K-City Network, Global Smart Cities Cooperation Program” Grant

Within the framework of the "Gaziantep Metropolitan Municipality Smart City Data Coordination Center" project, which received a grant under the K-City Network Global Cooperation Program Network of Korean Ministry of Land, Infrastructure and Transport (MOLIT), Samsung SDS took part in the project. Based on the proven methodology of Samsung SDS, Data Coordination Center within the body of Gaziantep Smart City Coordination Center became operational after the completion of master plan and feasibility studies.

The Center works in an organized manner with its various units and teams. Roles of these units in coordination are listed below:

FEEDBACK

  • According to general situation of demands covered by GİKOM, citizens are called, and information on satisfaction and survey data relating to the staff/unit providing services are received.
  • The data received is used to evaluate staff/unit performance. According to this data, the knowledge of the staff/unit – whether sufficient or insufficient – is revealed.
  • Although the inquiry is resulted positively, reasons for citizen's dissatisfied response are determined by examining every step from the time of the first application to the result time. Field study can be conducted, if necessary, to minimize the negativity by establishing constant contact with the relevant citizen.
  • If units have finalized the demands received from GİKOM, and yet if the citizen has reported the same complaint again, coordination is ensured among the units, and whether the unit is doing the work correctly and whether the citizen has knowledge about the solution of the problem / demand / complaint is determined by conducting field studies, if necessary.
  • It carries out activities for the full satisfaction of citizens’ problems/demands/complaints and sends all data to relevant department for the purpose of reporting. 

DATA ANALYSIS AND REPORTING

  • Analysis of data obtained from ALO 153 & ALO 185 & GİKOM systems and drafting spatial and verbal reports by also ensuring integration with current GIS data, 
  • Benchmarking monthly reports in order to perform early intervention based on the results of the data analysis from previous years and using "Early Warning System" to take measures in advance for the topics that show intensity by previous months by benefiting from seasonal statistics,
  • In the first week of each month, preparing a "Monthly GIKOM Analysis Report" for the relevant departments to see the big picture based on the reporting of last month’s GIKOM applications and to evaluate the periodic picture compared to previous years,
  • Organization, analysis and reporting of the data obtained from all municipal institutions and organizations upon requests.

STATISTICAL UNIT

The purpose of Statistical Unit, which we aim to establish, will be to ensure that data and information are compiled, necessary statistics are produced, published and distributed in the areas public institutions within the province, our metropolitan municipality in particular, need.

Statistical Unit has already been obtaining data from ALO 153 & GİKOM and ALO 185 GASKİ systems as well as field surveys and conducts analysis/reporting.

Comprehensive and useful analysis/reporting, increasing reliability and guidance in decision-making stages on behalf of social service, and achieving gains in data mining depend on having a large and reliable data pool. In this context, it is important to gather all units of our municipality under the same roof.

With the software system to be created, activities carried out in all units, participant/user information, events, trainings, social assistance, etc. will form a large data pool. 

GİKOM

  • Fast finalization of demands,
  • Finalizing demands positively as much as possible,
  • Increase in citizen satisfaction due to fast and positive response, 
  • Stronger corporate image in the eyes of citizens, 
  • Ensuring units take demands more seriously,
  • Increasing coordination capacity among units, 
  • Standardization of unit operations,
  • Producing proper analytical data,
  • Increasing analysis capability,
  • Helping setting real objectives in line with analyses, 
  • Ensuring that citizen demands received from Alo 153 and other channels are sent to relevant units and followed up, ensuring coordination activities with relevant units in order to finalize demands more positively and in a short time, and ensuring that the results of these demands are presented to citizens.

 

MUNICIPAL POLICE

  • In order to ensure faster, more effective and more sustainable police services, and therefore to intervene in all kinds of incidents that endanger traffic safety and pedestrian safety, our teams quickly respond to all kinds of illegal vendors, beggars, window cleaners at intersections as well as cardboard collectors and due legal actions are taken. Traffic accidents and damage to public property are also monitored through digital intersection cameras and reported to the regional teams immediately. 
  • Excavation vehicles causing environmental pollution are warned not to dump outside the specified areas. In case they go outside excavation areas and permitted dumping areas and lift their dumpers in such sites, signals received through the vehicle tracking system are immediately reported to regional and environmental teams and environmental pollution that may occur is prevented.
  • Within the scope of joint activities with Data Coordination Team, demands and complaints received from our citizens are resolved through our solution specialist and sent to relevant units, and inspection results provided by field teams are examined, and our citizens are ainformed about the inspection results accordingly.
  • In cases of natural disasters and crises such as earthquakes, floods, and road collapses, the municipal police fulfill the duties specified in Municipal Law, Metropolitan Municipality Law and other laws and regulations.
  • Duties of supervision, control and taking preventive measures are fulfilled in order to carry out joint work with other units of our Metropolitan Municipality in times of potential crises and to perform municipal police services fully, timely and effectively.

FIRE DEPARTMENT

  • Ensuring coordination between unit managers and the teams by projecting live images of fire, search and rescue and patrol flights recorded by drones with thermal camera on the screen platforms in Data Coordination Center.
  • Creating up-to-date maps for our response teams thanks to the cooperation with Data Coordination Center. 

Drafting statistical reports based on data generated for Data Coordination Center and forming regional strategies.
